Organizationally at the Federal level, Shannon was: President of Executive Women in Government; a long-time member of the Senior Executive Association Board of Directors; President of the President's Executive Exchange Program Alumni Association; Class Representative of the Federal Executive Institute Alumni Association; and, a member of the Public Employees Roundtable Board of Directors.
State Level Experience
At the State level, Shannon was Director of Study Release with the North Carolina Department of Corrections and Management Consultant with the Governor's Committee on Law and Order.
Local and Community Experience
Locally, Shannon is serving her fourth year as a Council Member for the City of Cape Canaveral, where she is a strong advocate for: strategic planning, public safety, improved roads, walkable communities, economic development, fiscal responsibility, protection of our natural environment, and government business improvement. She is the Council liaison with the Canaveral Port Authority, a Council representative to the Economic Development Commission of the Florida Space Coast, and a member of the Space Coast League of Cities.
Shannon works with numerous regional planning and community efforts, including serving as a member of the Brevard Aerospace Career Development Council and the Regional Aerospace Workforce Initiative and being active with the myregion.org, "How Shall We Grow?", and Central Florida Partnership regional planning initiatives. She is a member of the National Space Club, the NASA Alumni League, the Cocoa Beach High School International Business Advisory Board, the Cape-Port Canaveral Kiwanis Club, the National Association of Federal Retired Employees, the Brevard National Organization for Women, League of Women Voters, the Veterans of Foreign Wars Women's Auxiliary, the Florida Institute of Technology Women's Business Center Network, and the Space Coast Association of Realtors.
Previously, Shannon was a member of the Montgomery County Maryland Juvenile Court Commission and a Greenwich, Connecticut "Help in Crisis" Hotline volunteer.
Business Experience
Shannon is a business consultant, advising government, business,non-profit, and professional leaders and organizations with respect to: strategic planning, quality improvement, organizational effectiveness, business development, human resource management, and competitive benchmarking. She is a member of the Florida Institute of Technology Consulting Group and a licensed realtor.
EDUCATION
Shannon has a Bachelor of Arts Degree in Political Science, with a minor in International Relations from the University of North Carolina at Chapel Hill; a Master of Public Administration Degree from the Kennedy School of Government, Harvard University, and a Doctor of Public Administration Degree with a focus on government and business effectiveness from the University of Southern California.
She is a graduate of the Federal Executive Institute, the U.S. Attorney General's Leadership Institute, Leadership Brevard, the Brevard Citizens' Academy, and the Florida Technology Research Development Authority "Roadmap to Success" Program.
PERSONAL
Shannon was born in Atlanta, Georgia. Her parents, Carolyn Meadow Roberts, a business and legal secretary, and later a nurse's aide, and Winn Roberts, a World War II Marine Corps Veteran and career military officer, were childhood sweethearts who achieved the American Dream. The family, including Shannon's brother, Eric, now a software executive living in Pennsylvania, experienced living in different places in the United States, Europe, and Africa. While crisscrossing the country (Georgia, California, and New Jersey), it was the childhood vacations in Florida and her work at NASA's Kennedy Space Center that led Shannon to make Cape Canaveral her home. Shannon's parents instilled the values of education, opportunity, and self reliance that Shannon has used to achieve her remarkable career both in the public and private sectors.
